1998 Regional Hero - Dorothy P. Rice, Sc.D.

Dorothy P. Rice, Sc.D., is professor emerita in the Department of Social and Behavioral Sciences at the University of California, San Francisco, with joint appointments at the Institute for Health & Aging and the Institute for Health Policy Studies.

Widely regarded for her innovative and pioneering work in the field of health statistics, Dr. Rice has held a number of leadership positions during the course of her distinguished career. In addition to serving as deputy assistant commissioner for Research with the Social Security Administration, Dr. Rice was director of the National Center for Health Statistics for more than six years, from January 1976 to June 1982. During this time, Dr. Rice is credited with leading the development and management of an indispensable nationwide health care information system, which remains the industry standard today.
 
Also renowned for her prolific body of research, Professor Rice has authored more than 200 published monographs, books, articles, and book chapters on the economics of medical care, aging, chronic illness, disability, health statistics, and various cost-of-illness studies, including costs associated with the health effects of smoking, alcohol and drug abuse, mental illness, Alzheimer’s Disease, AIDS, injury, and domestic violence. She is currently advising state governments in their pursuit of damages from the tobacco industry for smoking-related health care costs.

Professor Rice has received numerous honors for her many contributions, including election to the Institute of Medicine, the Association for Health Services Presidential Award for Leadership and Contributions to Health Services Research, and the American Public Health Association Sedgwick Memorial Medal.

Through their affiliations at the University of California, San Francisco, Dr. Carroll Estes and Dr. Rice have been colleagues for more than 15 years. Dr. Estes currently serves as director of the UCSF Institute for Health & Aging and is a professor of Sociology in the Department of Social and Behavioral Sciences, UCSF School of Nursing.
